It work man. You must decrypt yor Bal file first then open it by using BalEditor that you have been downloaded.
what About Special Abilitis Card not working
I use Window 7 64bit and the version 1.2 worked. This is how I do it:
Step1. Open the programm “PES 2012 Decrypter 1.2” (You can download it online)
Step 2. Move your “BL.bin” on the picture where it says “Decrypt.”.
Step3. Open the program “PesYou PES2013 BAL Editor v1.2”.
Step4. Click on the file and click “OPEN BAL (Decrypted) File, and select your “BL.bin” file. Step5.Change whatever you want and click on the file and then on the Save (Decrypted).
Step6.Move the BL.bin file to the “Encrypt” part of the “PES 2012 Decrypter 1.2”

It doesn’t work, when I open the file after I decrypted it, it says that it has not the right value in minimum or maximum??
Theere is no position select, all time is on bench.
Problem fixed, just buy a position at shop, speed up for one moont, and enjoy.

There is still a problem with the BAL Editor I do not play at all only in training matches I tried to buy a position and equiped it but it dosent help and the special skills card dosent work

I can’t decrypt balXX.bin, it looks some error before decrypted. About positioning, I can’t have some position after speed up for one month. 🙁
