You need to make a text doc in the kitserver folder.
The instructions are correct!

open a new txt doc, Copy and paste:

[replay]
replay_goal = 0
replay_shot = 0
replay_foul = 0
replay_offside = 0

Then save as: replay.txt (in windows 7 dont forget it just says replay because it hides known file types.
0 means disable replay.
1 means enable replay.
